How do I know if my house has foundation problems?

Do piers actually fix a settling foundation?
When the problem is settlement, yes — steel piers driven to load-bearing strata carry the foundation past the soil that is moving, and the house can be lifted back toward level where the structure allows it. When the problem is water, piers are the expensive answer to a drainage problem. Which you have is what the assessment decides, and drainage is the cheaper half of most real fixes.
Is foundation repair covered by homeowners insurance?
Usually not. Settlement, soil movement and water intrusion are excluded from most policies as maintenance rather than sudden damage.
